AI Summary This summary was generated by AI from the bill text. AI can get information wrong.
This bill would renew and expand the President’s power to reorganize parts of the federal government. It would update old rules for moving, changing, or cutting government offices and programs so the executive branch can be made smaller and run more efficiently. The bill also gives the President clearer authority to reduce federal jobs, remove rules that are seen as too costly or hard to follow, and eliminate government operations that are not seen as serving the public interest.
- It changes the law so the reorganization authority can be used through December 31, 2026, instead of ending under the older date.
- It broadens the kinds of changes that can be proposed, including cutting unnecessary operations, reducing the number of federal workers, and easing or removing burdensome rules.
- It removes a current limit that says a reorganization plan cannot abolish an enforcement function or a statutory program.
- It also updates the law’s wording throughout, replacing many references to “agencies” with “executive departments” and making related technical changes.

The bill reauthorizes through 2026 a currently expired authority that requires expedited congressional consideration of certain executive branch reorganization plans submitted by the President.
The bill also expands the purposes for which such reorganization plans may be undertaken, to include
- reducing the number of federal employees;
- eliminating unnecessary and burdensome rules, regulations, and other requirements; and
- eliminating government operations that do not serve the public interest.
The bill removes the following prohibitions on the contents of such plans:
- creating new executive departments or renaming existing executive departments;

The bill also adds a new prohibition on content, specifying that any such plan may not create a net increase in federal workers or expenditures.
