This bill repeals provisions authorizing the President to apprehend and remove from the United States the citizens of a particular nation, if the United States has declared war against that nation or that nation has threatened an invasion against the United States.

                    To repeal the Alien Enemies Act.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Neighbors Not Enemies Act''.

SEC. 2. REPEAL OF ALIEN ENEMIES ACT.

    Sections 4067 through 4070 of the Revised Statutes of the United 
States (50 U.S.C. 21-24) are repealed.
