AI Summary This summary was generated by AI from the bill text. AI can get information wrong.
This bill would let groups that bundle together many home or business customers, called aggregators, place bids in large wholesale electricity markets based on the amount of electricity those customers can use less or shift to different times. In simple terms, it would give customers a way to help balance the power grid by changing when they use electricity, and it would make market operators accept those bids even if state rules would normally block them. The goal is to make the electric system more flexible and support cleaner energy by making it easier to match power supply and demand.
- It applies to organized wholesale electricity markets run by transmission organizations.
- These organizations would have to allow aggregators of retail customers to bid the customers’ combined demand flexibility into the market.
- The rule would cover customers served by utilities that sold more than 4 million megawatt-hours in the previous fiscal year.
- The Federal Energy Regulatory Commission would have to issue a final rule within 12 months to carry out this requirement.

_______________________________________________________________________
A BILL
To require Transmission Organizations to allow bids from aggregators of
certain retail customers, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Responsive Energy Demand Unlocks
Clean Energy Act'' or the ``REDUCE Act''.
SEC. 2. AGGREGATOR BIDDING INTO ORGANIZED POWER MARKETS.
(a) In General.--Notwithstanding any prohibition established by
State law or a State commission (as such term is defined in section
3(15) of the Federal Power Act (16 U.S.C. 796(15))) with respect to who
may bid into an organized wholesale electric market, each Transmission
Organization shall, consistent with any applicable market rules that do
not establish such prohibition, allow aggregators of retail customers
to submit bids that aggregate demand flexibility of the customers of
utilities that distributed more than 4 million megawatt-hours in the
previous fiscal year.
(b) Rulemaking.--Not later than 12 months after the date of
enactment of this section, the Federal Energy Regulatory Commission
shall promulgate a final rule pursuant to subsection (a).
