AI Summary This summary was generated by AI from the bill text. AI can get information wrong.

This bill would give a new President more power over certain labor agreements for federal workers. It would allow the President, through agency leaders, to end parts of a collective bargaining agreement that was already in place when that President took office. It would also say that if a labor agreement conflicts with a presidential rule, executive order, memorandum, or other order, that part of the agreement cannot be enforced. The bill would not let a sitting President use this new power to cancel agreements while already in office, and agencies would have to notify the affected union in writing when such action is taken.

  • A new President could cancel provisions of a federal employee union contract that were already in effect on inauguration day.
  • If a union contract conflicts with a presidential order or similar action, the conflicting part would not be enforceable.
  • The bill says an incumbent President cannot use this authority to terminate agreements already in place.
  • When a contract is terminated or a conflict is found, the relevant agency would have to send written notice to the union representative.
