AI Summary This summary was generated by AI from the bill text. AI can get information wrong.
This bill would give the President renewed authority to reorganize parts of the executive branch to make government operations more efficient. It expands and updates the rules for how executive branch plans can be changed, with a focus on cutting unnecessary work, lowering costs, reducing red tape, and eliminating government activities that are not seen as serving the public interest. It also updates old language in the law, changes some terms for clarity, and extends this reorganization power through December 31, 2026.
- It says reorganization plans may include removing operations that are not needed to carry out constitutional duties.
- It adds goals such as reducing the number of federal employees, making rules easier and cheaper to follow, and getting rid of burdensome requirements.
- It updates the law’s wording by replacing many references to “agencies” with “executive departments” and defining that term more broadly.
- It changes the rules for reorganization plans by removing one old limit on abolishing enforcement functions or statutory programs, while also barring plans that would create a net increase in federal workers or spending.
Official Summaries
Reorganizing Government Act of 2025
This bill revives expedited congressional consideration of certain Presidential plans to reorganize the executive branch, expands permissible plan purposes, and changes the prohibitions on plan content.
The bill reauthorizes through 2026 a currently expired authority that requires expedited congressional consideration of certain executive branch reorganization plans submitted by the President.
The bill also expands the purposes for which such reorganization plans may be undertaken, to include
- reducing the number of federal employees;
- eliminating unnecessary and burdensome rules, regulations, and other requirements; and
- eliminating government operations that do not serve the public interest.
The bill removes the following prohibitions on the contents of such plans:
- creating new executive departments or renaming existing executive departments;
- abolishing or transferring executive departments or independent regulatory agencies or all of their functions; and
- consolidating executive departments or independent regulatory agencies or all of their functions.
The bill also adds a new prohibition on content, specifying that any such plan may not create a net increase in federal workers or expenditures.
